Because in a motorcycle crash it's common to be unconscious with the helmet still on, and there's no glovebox or paperwork within reach. Emergency responders need your blood type before moving you, not afterwards.
The standard is a sticker on the side of the helmet, where a responder sees it without moving you, plus one on the tank or top case. If the helmet is damaged, the one on the bike is still there.
